According to the Anadolu Agency, the move aims to eliminate potential attacks against Turkey by terrorist organizations operating in Iraq and Syria.

The presidential memorandum, signed by President Recep Tayyip Erdoğan, stated that “the ongoing terrorist threat in areas adjacent to Turkey’s southern land borders and the lack of lasting stability continue to pose risks and threats to national security.”

At the same time, the memorandum reaffirmed Turkey’s commitment to preserving Iraq’s territorial integrity, national unity, and stability.

It further noted that, “in line with the aspirations and needs of the current Syrian administration and the necessity of enhancing the country’s counterterrorism capabilities while supporting international and national efforts, it is essential to take the necessary measures against all threats and actions that may endanger Turkey’s national security, while emphasizing the importance of strengthening efforts to establish stability in Syria.”
