The ministry explained that the criteria are based on a clear educational philosophy, aiming to prioritize school learning and academic performance, and to foster a culture of genuine learning that focuses on achieving knowledge and skill outcomes, rather than merely “studying for exams.” This approach contributes positively to the holistic development of students’ personalities and abilities.

Student preference is considered the primary factor in the assignment process, enhancing motivation and directing students to tracks that align with their interests and abilities, supporting effective learning outcomes that meet future workplace demands.

The ministry added that setting the capacity for each track ensures a fair and balanced distribution, preventing overcrowding in any single track and aligning educational outputs with the needs of higher education and the labor market. Academic performance is used for selection only in specific cases, based on clear regulations. Current data indicate that enrollment percentages in certain tracks, such as the health track, are close to the proposed targets, reducing the need for widespread selection based on grades.

Academic achievement is used as a tiebreaker only when demand for a particular track exceeds its capacity, using the average percentile of grades from 10th and 11th grades, ensuring fairness and equality among students.

The ministry clarified that this process is not new, as similar mechanisms have previously been used for distributing students between the academic and vocational tracks, as well as in other educational branches like Information Technology and health tracks, based on students’ grades in 8th, 9th, and 10th grades, in line with established educational principles.

Regarding the official circulated letter, the ministry emphasized that it is addressed to Directorates of Education in preparation for implementing the new academic plan starting in 2026–2027, and that the decision does not directly affect current students, who continue under the existing assignment criteria.
