The ministry told Al Mamlaka that the alternative sentences carried out included 690 cases involving community service within mosques affiliated with Awqaf directorates, in addition to 180 alternative sentences through community supervision and participation in Qur’an memorization courses at centers spread across various regions.

It noted that the Ministry of Awqaf’s implementation of alternative sentences comes within the framework of cooperation with the Ministry of Justice to apply alternatives to custodial sentences.

The ministry explained that alternative sentences contribute to the rehabilitation of convicted individuals by integrating them into positive and supportive environments that promote upright behavior. Mosques, it said, provide an atmosphere of tranquility and moral discipline, which has been reflected in the commitment of a number of beneficiaries to regular attendance at mosques and the performance of the five daily prayers, indicating a tangible improvement in their behavior.

It added that alternative sentences represent a qualitative shift in the concept of criminal justice, highlighting an advanced approach in the Jordanian judiciary that emphasizes reform rather than purely punitive measures.

The ministry affirmed that these sentences focus on reintegrating offenders into society through work that serves the public interest, fostering a sense of responsibility and belonging, and opening avenues for positive contribution and humanitarian work.

It also pointed out that alternative sentences are not new to the Islamic value system, as Islamic jurisprudence has long established this principle through reformative alternatives such as expiations (kaffarat), including emancipation, fasting, and feeding those in need.

According to the Ministry of Justice, community service entails obligating the convicted person—with their consent—to perform unpaid work in service of the community for a period determined by the court, not less than 50 hours, at a rate of five hours per day.
