His Majesty King Abdullah II, the Supreme Commander of the Armed Forces, has directed the preparation of a strategy and a roadmap to achieve a structural transformation of the Jordan Armed Forces – Arab Army over the next three years, in a message addressed to the Chairman of the Joint Chiefs of Staff.اضافة اعلان

Peace, mercy, and blessings of God be upon you,

I extend to you, and to the brave men and women of our Hashemite Arab Army in all their locations, my greetings of pride and appreciation for their sincere efforts in defending the homeland and safeguarding its capabilities.

Your Excellency,

Our Arab Army is a national institution in which every Jordanian man and woman takes pride. Its members—officers, non-commissioned officers, and personnel—continue to serve Jordan with courage, dedication, and loyalty, standing bravely against all threats to its borders and the security of its citizens, and setting the greatest examples of valor, faithfulness, and devotion.

In our keenness to enhance the capabilities of our Arab Army and to continuously develop its potential and tools, we hereby direct you to prepare a comprehensive strategy and a clear roadmap to achieve a structural transformation of the Armed Forces over the next three years. This is to enable them to confront current and future threats, rapid changes, and emerging challenges imposed by technological developments and the expansion of the operational environment.

It is essential to examine the requirements related to modernizing and developing our Armed Forces and restructuring them so that their organizational structure aligns with the requirements of combat in various operational environments. This should ensure mastery of modern warfare methods and the effective employment of capabilities in line with the nature of contemporary hybrid and non-traditional wars.

Your Excellency,

We aspire to agile, flexible, and high-quality Armed Forces, which we continue to prepare, arm, and train in modern combat methods to maintain a high level of efficiency, professionalism, and combat readiness, and to achieve strategic deterrence. This should be based on a precise and well-studied combat doctrine for each branch, characterized by simplicity, effectiveness, and applicability, through optimal utilization of defensive and offensive capabilities and the development of training and armament plans that serve operational maneuver plans.

We want our Armed Forces to possess the capability to protect their strategic and operational centers of gravity, and to employ modern defense technologies through partnerships between specialized directorates within the various branches, their research and study centers, and local and friendly defense industries, in order to establish an effective, reliable, and secure command, control, and communications system.

It is also necessary to work toward achieving superiority and competitiveness in one or more operational combat domains, and to place defensive and offensive cyber operations as a key priority for investment and capability-building to achieve competitiveness. This includes employing unmanned systems technologies and artificial intelligence at all levels of Armed Forces units.

Our Armed Forces must possess sufficient reserve forces, reinforced with the necessary capabilities to carry out their operations efficiently in accordance with assigned missions and duties in operational plans. In addition, the optimal employment of Border Guard units, Gendarmerie units, and Special Police units affiliated with the Public Security Directorate must be studied within operational plans. The logistics support system must also be strengthened to cover all levels and ensure the smooth flow of supply lines and sustainability.

To achieve a qualitative leap in our defense industries capabilities and to keep pace with rapid developments in this field, it is imperative to reorient the role of the Jordan Design and Development Bureau and enhance its capabilities to become a nucleus for research, development, and the manufacture of advanced defense technologies in accordance with the latest global standards, with the aim of meeting various national needs in this sector.

This strategy must also include clear steps to restructure the funds and investment companies affiliated with the Armed Forces and their management, in line with the highest professional standards of governance and administration.

Based on the above, I look forward to being provided with this strategy and roadmap for approval and for the immediate commencement of its implementation. I have full confidence that you, together with our brothers and sisters in the Jordan Armed Forces – Arab Army, are capable of shouldering the responsibility of developing and modernizing our Hashemite Army and achieving the desired qualitative transformation, so that our Armed Forces remain, as we have always known them, at the forefront of military forces—distinguished by their efficiency and in step with all modern changes and developments. Rest assured that you will find from me all the support and backing for your efforts in development and modernization, in elevation of our Army and protection of our dear Jordan.
