Interfax news agency quoted Yuri Ushakov, an aide to the Russian president, as saying that Putin would take any phone call from his Ukrainian counterpart, Volodymyr Zelensky, and would of course respond, as Putin has never refused to hold talks.
Separately, Kremlin spokesman Dmitry Peskov said in comments to the Russian channel Yunashiv Live, cited by Interfax, that the Russian president is open to dialogue with everyone, including French President Emmanuel Macron and German Chancellor Friedrich Merz. “He will answer the phone as well and is open to dialogue with everyone,” Peskov said.
Ushakov had also said that other Western leaders could count on Moscow to respond. He noted that if Finnish President Alexander Stubb or Norwegian Prime Minister Jonas Gahr Støre wanted to call Putin, they could expect him to answer the phone, explaining that there had been an understanding that the two leaders could always reach Putin by phone if they wished to contact him.
