Putin made the remarks while chairing the plenary session of the Russia-Africa Summit in Moscow. He expressed appreciation for the participation of representatives from African countries and leaders of regional blocs, saying their presence reflected Africa’s desire to strengthen cooperation and develop relations with Russia.

In his address, Putin said Russian-African relations are based on friendship, close partnership and mutual respect. He stressed that Russian companies deal with their African partners responsibly and on an equal footing, rather than following exploitative practices associated with the colonial policies of former powers. He added that Russian companies reinvest their revenues to support economic development in African countries.

Putin noted that trade between Russia and Africa exceeded $27 billion in 2025, adding that it has nearly doubled this year. He emphasized Moscow’s interest in expanding economic cooperation and increasing growth rates with African countries.

He also said Russian companies are making major investments in Africa through partnerships based on shared interests and mutual respect. Russia, he added, plans to allocate significant financial resources to develop agricultural projects across the continent.

Putin further affirmed that Russia will continue cooperating with African countries to support internal stability, promote economic development and expand areas of partnership in ways that serve the interests of both sides.

The summit opened on Wednesday with the participation of high-level delegations from across Africa to discuss prospects for economic and security cooperation and expand partnership between Moscow and the continent.

The third edition of the summit, being held on October 28 and 29, includes delegations from 48 African countries, 22 of which are represented by heads of state.

The Russia-Africa Summit is considered the largest and most significant event in Russian-African relations. It aims to elevate mutually beneficial cooperation to new levels and address the challenges of the 21st century.
