The plan includes a U.S. commitment that Israel will not annex the West Bank and proposes closing the Gaza Humanitarian Foundation to allow immediate, unrestricted humanitarian aid, with the responsibility entrusted to the United Nations and international organizations.

The U.S. plan calls for an immediate end to the conflict in exchange for the release of detainees held by Hamas, including between 100 and 200 Palestinian prisoners serving long sentences.

It also includes forming a Palestinian committee to manage Gaza’s affairs under the Palestinian Authority, alongside an interim administration run by an international Arab body.

The plan outlines a gradual Israeli withdrawal from Gaza, leading to full withdrawal according to a set timetable.

According to sources, the agreement stipulates that Hamas will have no future governing role in Gaza. The plan proposes a two-tier temporary governance system—a comprehensive international body and a Palestinian committee.

The plan further states that Israel will not attack Qatar again and emphasizes that forced displacement from Gaza is prohibited.

President Trump described the discussions with Middle Eastern countries regarding Gaza as “constructive and highly inspiring.”

He added on Saturday that all regional countries are “engaged in these talks,” noting that intensive negotiations took place over four days and will continue “as long as necessary to reach a successful and comprehensive agreement.”
