The Cabinet, during its Sunday session chaired by Prime Minister Dr. Jafar Hassan, approved the establishment of a steel pipe manufacturing and insulation plant as part of the measures required to begin implementing the National Water Carrier Project.
Fifty percent of the factory’s pipe production will be allocated to the National Water Carrier Project, while its products will also be used to supply future water projects and gas transmission and pumping projects.
The factory will be established with a capital of up to JD120 million and is expected to create approximately 420 jobs for Jordanians. It will comprise two sections for manufacturing and insulating and protecting pipes in accordance with international standards.
A memorandum of understanding will be signed between the National Water Carrier Project Company, the project companies’ consortium, and the Perma-Wilspun consortium to proceed with establishing the factory. The government will provide the necessary facilities for its registration and the issuance of licenses and permits, as well as expedite customs procedures and connect the facility to public utilities.
The factory will serve as a foundation for producing high-quality Jordanian steel pipes for domestic and international projects, as part of the government’s efforts to stimulate industry, attract investment, create jobs, and enhance the skills of Jordanian workers, in line with the objectives of the Economic Modernisation Vision.
Organ Donation Through “Sanad”
The Cabinet also approved adding an organ donation service to the “Sanad” application, with the aim of facilitating and encouraging citizens to donate organs and promoting the values of human and social solidarity.
The service will allow users to access information related to organ donation and digitally confirm their wishes, enabling them to be registered in accordance with approved procedures and displayed among the relevant data in the family book.
The move forms part of efforts to use digital transformation to provide services with a humanitarian impact, expand the scope of digital government services, and facilitate access to them.
General Population and Housing Census to Begin in October
The Cabinet set October 1 as the start date for the 2026 General Population and Housing Census, which will continue through October 31.
During the first three days, the census will begin with electronic self-enumeration through a link sent via the “Sanad” application to users who have previously registered for the service, before the field enumeration phase begins.
Approximately 12,000 employees from the Department of Statistics, teachers from the Ministry of Education and Human Resources Development, and employees of participating institutions will take part in the field enumeration to reach households and housing units across the Kingdom.
The census aims to provide up-to-date and accurate data on the population and housing units to support planning, policymaking, and decision-making in the education, health, housing, transport, infrastructure, and public services sectors.
The census will cover all residents and housing units in the Kingdom, including citizens and residents, with assurances regarding data confidentiality. Households are urged to cooperate with field researchers and verify their statistical identification cards.
Administrative Organisation Updates
The Cabinet approved the 2026 Administrative Organisation Regulation for the Department of the Chief Islamic Justice, aimed at developing institutional performance and the justice system, enhancing digital transformation and governance, and improving the quality of Sharia and judicial services.
It also approved the 2026 Administrative Organisation Regulation for the Petra Development and Tourism Region Authority, aimed at enhancing institutional efficiency, governance, transparency, accountability, and resource management.
The regulation seeks to strengthen coordination among the Authority’s units and improve the quality of services provided, supporting Petra’s competitiveness as a global tourist destination while preserving its role as an important contributor to the national economy and a source of visitors and investment.
