A specialized draft regulation proposes the creation of three new departments at Jordan's Ministry of Environment, bringing under their umbrella directorates and units that were previously separate under the ministry's organizational structure. The move is aimed at aligning the ministry's structure with the objectives of the Economic Modernization Vision and national environmental strategies.

While the draft administrative organization regulation, currently posted on the government's "Tawasal" platform, replaces the names of several existing directorates with new ones, it also introduces departments and units that did not previously exist. These include the Achievement Monitoring and Decision Support Unit, the International Environmental Agreements and Cooperation Unit, and the Information Management and Data Analysis Department.
The draft establishes the Environmental Regulation and Sustainability Department, which will oversee the Nature Protection Directorate, Waste Management Governance Directorate, and Environmental Approvals and Licensing Directorate.
The proposed regulation aims to develop the ministry's organizational structure in line with the objectives of the Economic Modernization Vision and environmental strategies, while applying public-sector governance standards and organizing decision-making mechanisms, the distribution of powers, institutional coordination and accountability within the ministry.
The draft also establishes an "Environmental Compliance" Department comprising compliance office directorates in the governorates of Irbid, Mafraq, Ajloun, Balqa, Zarqa, Karak, Tafilah, Ma'an, Jerash and Madaba, in addition to the Jordan Valley, Petra District, Amman and Dhuleil.
The newly established Institutional Support Department will comprise the Human Resources Directorate, Institutional Development Directorate, Administrative and Financial Affairs Directorate, Digital Transformation and Artificial Intelligence Directorate, and Legal Affairs Directorate.
The draft separates several units that previously operated under directorates, making them independent units within the new structure. These include Internal Audit, Media and Communications, Achievement Monitoring and Decision Support, International Environmental Agreements and Cooperation, Information Management and Data Analysis, Environmental Compliance Coordination, and the Environmental Protection Fund.
The proposed provisions also place several new units directly under the Minister of Environment: Media and Communications, Achievement Monitoring and Decision Support, and International Environmental Agreements and Cooperation.
New departments reporting to the Secretary-General will also be established under the minister's authority. These include Environmental Regulation and Sustainability, Environmental Compliance, Institutional Support, and Information and Data Analysis.
Several existing directorates will also be given new names, including Environmental Policies and Strategies, Climate Action, Green Growth, and Environmental Awareness.
The draft amendments also rename the Planning and Follow-up Committee as the Planning, Follow-up and Coordination Committee. It will be chaired by the minister and include the secretary-general, directors of departments and directorates, and heads of units appointed by the chair.
The committee will be responsible for reviewing and evaluating the ministry's plans, programs and activities, as well as draft regulations and instructions governing its work, the authority's annual budget proposal, and its staffing structure.
The committee will meet whenever necessary at the invitation of the minister or, in his absence, his deputy. Meetings will be considered legally constituted when a majority of members are present, provided that the minister or his deputy is among them. Recommendations will be adopted by a majority vote of members present.
The amendments retain the minister's authority to invite any person from inside or outside the ministry to attend committee meetings and provide input on matters under discussion, without having voting rights.
The minister will also appoint one ministry employee to serve as secretary of the committee. The secretary will organize its agenda, record meeting minutes, maintain its records and files, and follow up on implementation of its recommendations.
The provisions also retain the minister's authority to establish permanent or temporary subcommittees to enable the ministry to carry out its internal functions. The decision establishing each committee will specify its duties and responsibilities, as well as the procedures governing its meetings and decision-making.
