Minister of Justice Dr. Bassam Talhouni, who patronized the event, affirmed that combating human trafficking is a national priority and receives special attention from the government, stemming from its firm commitment to protecting human rights and preserving human dignity.

Talhouni praised the efforts of the National Committee for Combating Human Trafficking in developing legislative and procedural mechanisms to address this crime and protect the most vulnerable groups from exploitation.

He highlighted the importance of the Anti-Human Trafficking Law of 2009 and its amendments, which provided an advanced legislative framework to confront crimes related to human trafficking, impose stricter penalties to ensure that perpetrators do not escape justice, and provide legal, social, and protective assistance to victims.

The Minister noted that dedicating specialized courts to handle human trafficking cases has strengthened justice and enabled effective cooperation between the specialized Public Prosecution and the Anti-Human Trafficking Unit in gathering evidence and conducting investigations from the earliest stage of identifying potential victims.

Talhouni added that the latest amendments to the Anti-Human Trafficking Law (2021) included the establishment of a Victims Support Fund, governed by Regulation No. (6) of 2023, to provide necessary assistance to victims — including safe shelter and voluntary repatriation — underscoring the national authorities’ commitment to their responsibilities in this regard.

He emphasized that the National Committee continues to strengthen cooperation and coordination with international and national organizations through capacity-building projects and exchange of expertise, noting that this workshop embodies a collaborative approach to combating this crime and developing national response mechanisms.

Talhouni further explained that the Committee holds regular meetings with partners to review their observations and recommendations, addressing them within a comprehensive national vision based on cooperation and complementarity between government agencies and civil society institutions, in line with the National Strategy and Action Plan to Combat Human Trafficking (2024–2027).

It is noteworthy that Jordan launched the National Strategy at the end of last year to strengthen protection, care, and assistance mechanisms for victims. The strategy represents one of the major achievements of the National Committee for Combating Human Trafficking, chaired by the Minister of Justice and including the secretaries-general of the Ministries of Justice, Interior, and Labor; the Chief Commissioner of the National Center for Human Rights; and representatives from the Ministries of Foreign Affairs, Social Development, Industry and Trade, and Health, in addition to the Public Security Directorate and the Secretary-General of the National Council for Family Affairs.
