The project embodies the strength of the Jordanian-Spanish partnership and supports national efforts aimed at strengthening the health system and upgrading primary healthcare services provided to the entire population, including refugees and their host communities.

Al-Bdour emphasized that launching the project reflects the continuous fruitful cooperation between the Ministry of Health and the Spanish Agency for International Development Cooperation (AECID), and mirrors the joint commitment to strengthening the primary healthcare system in Jordan.

He stated that the Ministry is moving forward with implementing its comprehensive vision to develop the health sector—in line with the Economic Modernization Vision and national priorities—by improving the quality of health services and enhancing accessibility. He noted that primary healthcare represents the cornerstone of the health system due to its pivotal role in disease prevention and the management of non-communicable diseases.

He added that the project will support the Ministry's efforts to develop primary healthcare services in the Zarqa Governorate by strengthening institutional capacities, raising the efficiency of health cadres, and improving service quality to meet citizens' needs.

He expressed his appreciation to the government of the Kingdom of Spain and AECID for their continuous support and partnership with Jordan, stressing that investing in primary healthcare systems represents an investment in community health and a more sustainable future.

For his part, the Ambassador of the Kingdom of Spain to Jordan, José Luis Pardo Cuerdo, said: "Spain is firmly committed to supporting Jordan in strengthening its public health system and ensuring equitable access to high-quality health services for all. Reducing the burden of non-communicable diseases through prevention, early detection, and the promotion of primary healthcare remains one of the strategic pillars of the partnership between Spain and Jordan."

The project is implemented through cooperation between the Ministry of Health and AECID. It aims to improve access to and raise the quality of primary healthcare services, particularly in the fields of preventing non-communicable diseases, with a specific focus on the Zarqa Governorate.

The "Ri'aya 2" project comes as a continuation of the successes achieved in the first phase of the "Ri'aya" project, which was funded by the European Union and implemented through the Spanish Agency, building upon the achievements made in developing primary healthcare services.
