The Ministry of Government Communication on Wednesday published the key highlights of the Draft Professional Work Regulation Law of 2026, which includes granting professional practice certificates to vocational training graduates before they enter the labor market.اضافة اعلان

The draft law stipulates that licensing for service providers, companies, and institutions offering vocational and technical training must be obtained from the Ministry of Labor. It also requires the accreditation of training programs and the instructors who deliver them across various institutions.

Additionally, the draft bill covers licensing, supervising, regulating, and evaluating the performance of vocational and technical training providers, alongside supervising program implementation, organizing professional examinations, and managing practice licenses.

The project also involves preparing licensing standards and conditions for both the public and private sectors, classifying trainers, registering qualifications and accredited entities, and establishing a one-stop-shop to coordinate with competent authorities to meet licensing requirements.

Furthermore, it aims to strengthen monitoring and inspection of professional shops and businesses to ensure compliance with the law.

The Parliamentary Labor, Social Development, and Population Committee, chaired by MP Andre Hawari, began discussing the Draft Professional Work Regulation Law of 2026 on Monday.

Hawari emphasized that the draft law is a crucial piece of legislation aimed at developing the professional work sector and strengthening its regulatory legislative framework to keep pace with labor market demands. He added that it will improve the efficiency of vocational training and qualification programs, helping to prepare qualified national cadres capable of competing.

He stated that the committee is keen to thoroughly discuss all articles of the draft law and listen to feedback from government entities, private sector institutions, and relevant stakeholders to reach balanced legislation that serves the public interest, aligns with economic and technological developments, and enhances the professional work environment.

He added that developing the professional work system is a main pillar in supporting the Economic Modernization Vision by empowering youth, boosting employment opportunities, and linking training outcomes with labor market needs to help reduce unemployment, raise productivity, and improve the quality of professional services.
