The Ministry of Government Communication published the key features of the 2026 Local Administration draft law, which the Lower House of Parliament voted by majority to refer to the Parliamentary Administrative Committee for discussion.

The draft law aims to enhance local administration governance, improve service quality, expand community participation, and empower municipalities to play a developmental and investment role that helps stimulate local economies in the governorates.
The bill also defines the roles and responsibilities between the municipal council and the executive body to prevent overlapping authorities and enhance accountability and oversight, while maintaining the direct and secret election of the municipal council president and members.
Furthermore, the project contributes to strengthening developmental and investment planning through the representation of elected bodies and less-developed regions, ensuring the representation of various geographic areas to achieve a more equitable distribution of developmental projects and opportunities.
The draft law also includes advancing automation and digital transformation, and obligates the executive management to submit periodic reports on financial and administrative performance, as well as projects, to be published on official platforms to enhance transparency and citizen trust.
