The Ministries of Interior and Labor, along with the Public Security Directorate, have called on foreigners to regularize their status and report their residence locations to the nearest security center.

The government emphasized that any worker caught working without a valid work permit or in a profession they are not authorized for will be immediately deported.
Employers, entities issuing work permits, or homeowners who violate regulations face fines of up to twice the value of the work permit. Strict measures will also be applied against anyone assisting, sheltering, or employing runaway domestic workers in violation of anti-human trafficking laws.
In a joint statement, the ministries stressed the importance of foreigners complying with the Residence and Foreigners Affairs Law and regularizing their legal status, highlighting that authorities will continue to take legal action against anyone found housing or employing foreigners outside the law.
The Ministry of Interior explained that under Article 11 of the Residence and Foreigners Affairs Law No. 24 of 1973, any foreigner staying in Jordan for more than two weeks must register with the Public Security Directorate or its branches to provide personal information and required documents to record their residence.
Article 14 requires hotel, inn, and serviced apartment operators, and anyone hosting a foreigner, to notify the Public Security Directorate within 48 hours of the foreigner’s arrival or departure. Violating Articles 11 or 14 carries a JD 200 fine under Article 36.
Additionally, Article 4 of the Residence Registration System No. 95 of 1998 obliges owners or lessors of furnished apartments to notify the nearest security center within 24 hours of any foreigner moving in or leaving. Legal penalties will apply to all violators.
The Ministry stressed that these measures also have a humanitarian dimension to protect foreigners’ rights and safety, preventing their exploitation.
The Ministry of Labor confirmed that any non-Jordanian worker caught working without a permit or in an unauthorized profession will be deported immediately, and employers, permit-issuing entities, or homeowners face fines up to double the work permit value.
It also highlighted that the domestic worker recruitment system prohibits employing workers without a valid work permit, employing them on a trial or daily-wage basis, or transferring them between households without prior approval from relevant authorities. Citizens are urged to deal only with the 222 licensed recruitment offices and warned that employing domestic workers without valid permits endangers both the worker and the family, as annual medical checks are required for permit renewal.
The Public Security Directorate affirmed that all relevant departments will monitor violations of the Residence and Foreigners Affairs Law and Labor Law, enforcing legal measures. All security centers are prepared to facilitate residents’ compliance.
Authorities warned that anyone harboring or employing runaway workers, providing housing or work, or attempting to exploit workers will face legal accountability, with investigations extending to recruitment offices, intermediaries, and individuals, who may be charged with human trafficking.
The Directorate also stressed that legal responsibility extends to anyone involved in smuggling domestic workers or providing them shelter or work without reporting, and that authorities will verify their residence during periods of absconding and take action against all proven offenders.
