The Legislation and Opinion Bureau has released a draft regulation for the Social Security Fund for Ministry of Education employees, introducing a modernized system with comprehensive financial protections.اضافة اعلان

Key features of the proposed system include:

Mandatory contributions: All employees must contribute 6% of their monthly salary, plus a one-time non-refundable enrollment fee of 20 JOD.

Death and disability benefits: A fixed 4,000 JOD compensation for total permanent disability or death, with additional amounts based on years of service and reason for leaving.

Service-based pensions: Employees completing 15 years are entitled to 15 months’ salary, plus 150 JOD for each additional year, applicable upon retirement, early retirement, old age, or death.

Loans and advances: Single loans up to 6,000 JOD without interest, and emergency advances up to 1,500 JOD, based on fund liquidity.

Fund management: An independent fund within the Ministry, chaired by the Minister and including senior officials, ensuring transparent and professional administration. The General Assembly sets policies, budgets, and audits, while the Board of Directors meets monthly to oversee operations and investments.

Continuity and portability: Contributions continue during secondments or transfers without interruption, with clear rules for resignation, dismissal, or retirement. All previous system members are automatically included, with prior service credited.

Sources of funding: Contributions, enrollment fees, investment returns, donations, and authorized borrowing, without burdening the public treasury.

The draft system replaces the 1998 system while temporarily maintaining existing instructions until they are updated or replaced, ensuring a smooth transition and protection of employee rights.

The initiative aims to strengthen financial security for education sector employees and provide a modern legal framework for managing benefits sustainably.
