Amman – Yusuf Shawarbeh, Chair of the Greater Amman Municipality Committee, announced on Sunday that the 2026–2027 Executive Program for the National Strategy on Cleanliness and Combating Random Waste Disposal has begun installing cameras in the cities of Salt and Irbid. The cameras are part of an electronic system designed to monitor environmental violations.

During a press conference launching the program, Shawarbeh emphasized that the system focuses on improving waste management behavior rather than imposing fines. So far, 30 cameras have been delivered to the Amman Municipality, 20 to the Traffic Department, and 250 to the Ministry of Local Administration.
He also highlighted measures to improve public cleanliness within Greater Amman, including the gradual handover of city cleaning services and waste collection and transport to three private-sector service providers, as well as strengthening infrastructure within the capital. Shawarbeh confirmed that the program will continue indefinitely to maintain cleanliness.
The Executive Program is built around four main pillars addressing random waste disposal through a comprehensive system of regulatory, technical, enforcement, and awareness measures. These measures were designed based on a realistic assessment of regional needs and challenges and adopt an integrated approach linking environmental and developmental policies. The program also promotes sustainability, resource conservation, improved quality of life, Jordan’s standing as a tourist destination, reduced waste management costs, and the circular economy.
The program was approved by the Council of Ministers, and a ministerial committee was formed under the Environment Minister’s leadership, with members including ministers of Local Administration, Public Works and Housing, Government Communications, Education, Higher Education and Scientific Research, Awqaf and Islamic Affairs, Interior, Finance, Agriculture, Tourism and Antiquities, as well as the Chair of the Greater Amman Municipality Committee and the Director of Public Security.
The committee is responsible for supervising program implementation, submitting periodic reports to the Council of Ministers on progress, ensuring coordination among relevant entities, measuring performance indicators, assessing environmental and behavioral impacts, and making necessary improvements to achieve effective and sustainable results.
