The memo was initiated out of the MPs' commitment to protecting citizens and alleviating the economic burdens they currently face.
The MPs stated in the memo that they have received numerous complaints from citizens regarding seizure and enforcement actions taken against them due to water bills accumulated over many years. In some cases, heirs are being pursued for these claims despite not being responsible for the inception of the debt.
They added that these measures cause severe harm to broad segments of society, particularly widows, divorcees, low-income earners, and the needy, further exacerbating their suffering amidst difficult economic conditions.
The lawmakers pointed out that water is a basic service essential to citizens' lives, calling for the necessity of finding fairer and more humane mechanisms to address these debts without resorting to asset seizures and legal execution, which threaten family stability.
The MPs called on the government to:
Halt all asset seizure and enforcement procedures against citizens and their heirs regarding accumulated water bills.
Establish fair alternatives for debt collection, such as debt rescheduling and installment plans over flexible periods.
Consider exemptions or reductions for the most vulnerable groups, specifically widows, divorcees, and low-income individuals.
Develop a comprehensive solution for legacy debts that balances the state’s right to collection with the protection of citizens from unbearable financial burdens.
