The financing will be provided through interest-free loans administered by the Development and Employment Fund, with a maximum loan value of JD 3,000 per project.

Al-Bakkar explained that the additional funding comes under an agreement signed between the Ministry of Labour—through the Support Fund for Technical and Vocational Education, Training, and Skills Development—and the Development and Employment Fund to provide interest-free loans that help young people finance their small home-based businesses.

The minister noted that the agreement aligns with the objectives of Jordan’s Economic Modernization Vision by promoting entrepreneurship and encouraging young people to acquire labour market skills through vocational training. It also seeks to empower youth by supporting self-employment opportunities and financing their own projects.

He added that the first phase of the agreement allocated JD 1 million within the Development and Employment Fund’s 2026 financing plan to enable young people throughout the Kingdom to establish home-based projects in various vocational, technical, and craft-related fields.

According to Al-Bakkar, the first funding round supported more than 349 projects for vocational training graduates across Jordan’s governorates.

For his part, Director General of the Development and Employment Fund, Mansour Al-Wreikat, outlined the program’s eligibility criteria and financing conditions.

Applicants must:

* Be Jordanian citizens.
* Be between 18 and 45 years old.
* Hold a valid professional practice certificate in accordance with applicable legislation.

The interest-free loans range from JD 1,000 to JD 3,000 per project.

Borrowers will receive a grace period of up to three months from the date of signing the financing agreement, while the repayment period may extend to 60 months.

Al-Wreikat stated that the fund aims to support and encourage young people to establish small and medium-sized enterprises and entrepreneurial ventures that generate sustainable income and provide a decent standard of living for them and their families.

He called on eligible vocational training graduates to visit the Development and Employment Fund branches located throughout the Kingdom to apply for the program.
