Prime Minister Jaafar Hassan has launched the Omra City project, envisioned as a new model for urban development and long-term population management. The project emphasizes sustainability, modernity, and offers promising economic and investment opportunities. It aims to become a model future city for youth and the next generation, with a phased development plan spanning 25 years and designed to transcend government terms.

The project launch follows directives from His Majesty King Abdullah II in the Royal Assignment Letter, highlighting the city’s role in easing population pressures on Amman and Zarqa, in partnership with the private sector, and its potential economic, investment, and social impact aligned with the goals of the Economic Modernization Vision, particularly under the “Quality of Life” axis.
Project Overview
The initial phase covers 40,000 dunams of the total 500,000 dunams, with the Jordanian Company for Urban and Governmental Facilities Development overseeing and facilitating project implementation. Work is scheduled to begin at the start of next year, extending to 2029, with some components expected to be completed within two years.
Omra City is not intended to be a new administrative capital but is designed to meet Jordan’s future population needs, especially in Amman and Zarqa, whose combined population is expected to reach 11 million over the next 25 years if current growth trends continue.
Land use will be pre-planned for residential, commercial, industrial, educational, service, investment, and tourism purposes, in a sustainable manner aligned with an overarching master plan and future updates.
Green City for Youth and Innovation
Omra City will offer opportunities for experts and young Jordanians to participate in developing a model future city. It will incorporate modern residential and service alternatives, cutting-edge environmental and technological solutions, clean energy, and public transportation systems.
A youth advisory council will be formed, consisting of distinguished young leaders and innovators in architecture, arts, environment, energy, real estate, sustainability, public transport, and technology, ensuring the next generation leaves a clear imprint on this national project.
Key Projects in Phase One
Phase One will include:
International Exhibition and Conference Center (completion: 2027)
Integrated Sports City with an international football stadium (completion: 2029) and an Olympic City
Olympic-standard facilities for basketball, handball, volleyball, martial arts, tennis courts, athletics tracks, and a racing circuit
Environmental park covering at least 1,000 dunams
Entertainment City (completion: 2028)
Commercial and service areas, an educational city, and a technology center for educational investment
Museums and cultural event facilities, including an expansion of the Royal Automobile Museum
These projects will be funded through local and foreign investment.
Strategic Planning and Economic Impact
The projects will be implemented on 40,000 dunams of state-owned land, under the management of the Jordanian Investment Fund through its development arm, the Jordanian Company for Urban and Governmental Facilities Development.
Preliminary studies estimate that Phase One will create thousands of jobs and positively impact construction, trade, industrial, transportation, and tourism sectors, stimulating economic growth.
By the end of 2029, Omra City will be connected to a Bus Rapid Transit system, solidifying its role as a vital hub for living, working, and commuting, enhancing its long-term competitiveness.
Investment and Governance
The Jordanian Company for Urban and Governmental Facilities Development will manage project execution, investment opportunities, and partnerships to attract both local and foreign investment. Investment will adhere to the city’s master plan and specific regulatory frameworks, to be announced in the coming months.
A partial public subscription may be introduced after Phase One to allow citizens from various segments to participate in this national investment project.
Strategic Location
Omra City enjoys a strategic location on international roads connecting Jordan with Saudi Arabia, Syria, and Iraq, situated 40 km from central Amman and 35 km from Zarqa and Queen Alia International Airport.
Military and Housing Allocation
10% of Omra City land is allocated for the Jordanian Armed Forces, contributing to development and infrastructure via the Engineering Corps.
20,000 dunams of adjacent state land will be allocated to the Public Institution for Housing and Urban Development for residential purposes, benefiting employees, retirees, and residents of Al-Muwaqqar District.
Omra City represents a long-term, sustainable vision for Jordan’s urban development, balancing modernity, investment, and quality of life for future generations.
