The House of Representatives is scheduled to discuss, during a legislative session on Monday, a draft amended law to the Awqaf, Islamic Affairs and Holy Sites Law for 2025, after it was approved by the Parliamentary National Guidance and Media Committee.

According to the explanatory memorandum, the amended draft law aims to reorganize the Awqaf, Islamic Affairs and Holy Sites Council in a manner that enables the investment of movable and immovable endowment (waqf) assets, the purchase of real estate, and the protection of waqf interests in accordance with the provisions of Islamic Sharia and the conditions set by endowers. It also proposes issuing sukuk instead of bonds.
The draft law further seeks to regulate the assets and funds of the Hajj Fund by recognizing it as a valid waqf, to add Holy Qur’an programs to waqf programs, and to remove ifta’ (issuing religious rulings) from the responsibilities of the Ministry of Awqaf, Islamic Affairs and Holy Sites, as these duties have become the mandate of the General Ifta’ Department under the General Ifta’ Law.
Head of the Parliamentary National Guidance and Media Committee, Hussein Al-Amoush, said that the approval of the draft law comes within the committee’s legislative and oversight role, with the aim of developing the legal framework governing awqaf affairs, strengthening their protection, and improving their management in line with current developments. He added that the amendments serve the public interest and preserve the religious and social role of the Ministry of Awqaf.
