Ukrainian President Volodymyr Zelensky said that Kyiv will present a revised peace plan to the United States on Tuesday aimed at ending the war in his country, following talks in London with leaders from France, Germany, and the United Kingdom.

As the conflict approaches its fourth year, Kyiv seeks to balance a U.S.-backed draft widely seen as favorable to Moscow. Ukraine faces pressure from the White House to quickly agree to a peaceful settlement.
The hastily arranged meeting on Monday between British Prime Minister Keir Starmer, French President Emmanuel Macron, German Chancellor Friedrich Merz, and Zelensky aimed to strengthen Ukraine’s negotiating position.
Speaking to reporters after the meeting, Zelensky said the revised plan included 20 points, but no agreement was reached regarding territorial concessions, a key issue Moscow is pressing for.
“There is no agreement on ceding Ukrainian territory to Russia,” Zelensky said.
He added, “The U.S. position, in principle, leans toward finding a compromise. Of course, there are complex issues related to territory, and no compromise has been reached yet.”
Zelensky reiterated his long-standing position that Ukraine cannot give up any part of its territory.
Later, Zelensky traveled to Brussels, where European Commission President Ursula von der Leyen and European Council President António Costa posted on social media that any peace agreement must respect Ukraine’s sovereignty and ensure its long-term security.
Zelensky described his meetings with von der Leyen, Costa, and NATO Secretary General Mark Rutte as “good and productive. We are working in a coordinated and constructive manner.”
