European Commission President Ursula von der Leyen on Wednesday presented a plan to provide €90 billion ($105 billion) to Ukraine over the next two years, aiming to enable the country to “lead peace negotiations from a position of strength.”

During the presentation of the funding proposal, von der Leyen stated: “Today we propose covering two-thirds of Ukraine’s financing needs for the next two years.”
The loan would be financed either through EU borrowing or by using frozen Russian assets within the Union. The Commission supports the latter option, although Belgium, a key member, strongly opposes it.
