The House of Representatives is scheduled to begin debating the draft bill under the parliamentary dome next Sunday.
The draft law aims to strengthen local governance, improve service delivery, expand community participation, and empower municipalities to drive local economic growth and investment across the governorates.
It also delineates the roles and responsibilities between municipal councils and executive bodies—preventing jurisdictional overlap while boosting accountability and oversight—while maintaining the direct secret ballot for electing municipal council heads and members.
Furthermore, the legislation seeks to enhance development and investment planning by ensuring representation for elected bodies and less-developed regions, promoting a more equitable distribution of development projects and opportunities.
The bill also emphasizes automation and digital transformation, mandating that executive management submit periodic reports on financial, administrative, and project performance for publication on official platforms to enhance transparency and public trust.
