Amnesty International said that Israel must immediately revoke the mass forced displacement order it issued against the residents of Gaza City on September 9, amid its ongoing escalation of attacks on the city, which further exacerbates civilian suffering under the continuing genocide.

In a press release, the organization stated that the order issued by the Israeli occupation army for the mass displacement of Gaza City residents is brutal and unlawful, and aggravates the genocidal living conditions that Israel is imposing on Palestinians.
Heba Morayef, Amnesty International’s Regional Director for the Middle East and North Africa, said: “The order issued by the Israeli army for the mass displacement of Gaza City residents is brutal and unlawful, and aggravates the genocidal living conditions that Israel is imposing on Palestinians.”
She added: “For hundreds of thousands of Palestinians in Gaza City who have endured nearly two years of relentless bombardment, while suffering starvation and being forced to live in temporary camps or overcrowded buildings, this order represents a horrific and inhumane repetition of the mass forced displacement order issued on October 13, 2023, against all residents of northern Gaza.”
Amnesty International has repeatedly and unequivocally affirmed that forcing Palestinians to flee within the Gaza Strip or deporting them outside it constitutes a violation of international humanitarian law and amounts to war crimes and crimes against humanity.
The organization considered the latest forced displacement order, coupled with the expansion of military attacks in Gaza—including the destruction of high-rise residential towers that sheltered thousands of families—an additional example of Israel deliberately imposing living conditions intended to bring about the physical destruction of an already suffering people.
It stressed that Israel’s disregard for warnings from humanitarian and human rights organizations about the catastrophic consequences of this assault, and its continued defiance of International Court of Justice orders requiring it to ensure aid delivery and protection for Palestinians in Gaza, provides compelling evidence of its intent to persist in genocide without restraint.
Morayef added: “It is clear that Israel is pressing ahead with its goal of the physical destruction of Palestinian existence in the Gaza Strip. It is morally unacceptable that powerful states continue to supply Israel with weapons and diplomatic support to destroy Palestinian lives.”
She continued: “It is deplorable that corporations and investors are still profiting from Israel’s genocide. States and companies that continue to arm Israel risk complicity in the crime of genocide. Everyone with influence over Israel must act immediately to stop its genocidal campaign and ensure the full delivery of humanitarian aid to civilians in the Gaza Strip.”
