Jordan’s Minister of Digital Economy and Entrepreneurship, Eng. Sami Samirat, affirmed that the 2026–2028 national digital transformation strategy is founded on a clear forward-looking vision. The strategy aims to make Jordan digitally empowered and secure, leveraging future technologies and innovation to boost economic and social development while improving quality of life.

Samirat told Petra that the strategy, recently approved by the Cabinet, is based on key principles including citizen-centric services, seamless and proactive processes, data-driven decision-making, digital inclusivity, adaptability, “digital by design,” and the “enter once” principle.
The strategy seeks to achieve several strategic objectives, such as a comprehensive national digital economy, smart government services, advanced digital infrastructure, agile legal and regulatory frameworks, effective national data governance, equitable digital inclusion, and effective partnerships and collaborations.
He highlighted national enablers supporting the strategy, including advanced data and technologies, digital payments, cybersecurity, 5G and fiber-optic networks, digital identity, government platforms, and skilled human resources—all aligned with the economic modernization vision and the public sector reform roadmap.
The strategy includes a comprehensive implementation plan with 57 projects spanning its duration, covering areas such as government service digitization, digital identity and e-signature, the “Sanad” application, data governance, digital health and education, cybersecurity, 5G technologies, open data, green digital economy, and emerging technologies.
Samirat emphasized that the strategy represents a nationwide step to enhance Jordan’s digital readiness, improve government services, increase economic competitiveness, and establish a secure and efficient digital ecosystem responsive to citizen needs while supporting investment and innovation. It also provides the executive framework for implementing economic modernization requirements and reflects the directives of His Majesty the King regarding government performance development and digital transformation.
The Cabinet approved the strategy and its executive plan in its session last Sunday. The new strategy comes as the 2020 strategy nears completion, and was developed by the Ministry of Digital Economy and Entrepreneurship in partnership with government entities and the private sector, based on data-driven methodologies, international best practices, and public consultation feedback.
Key focus areas of the strategy include advanced data and technologies, digital payments, cybersecurity, 5G and fiber optics, digital identity, government platforms, and human capital development.
