The Ministry of Digital Economy and Entrepreneurship is seeking to develop and activate a smart chatbot through a unified intelligent platform supported by artificial intelligence technologies, in line with Jordan’s Digital Transformation Strategy and the 2026–2028 executive plan.

According to the strategy, this platform—part of the fifth project under the strategy—will respond to citizens’ inquiries, guide them through procedures, and direct them to appropriate digital services.
The platform is also intended to perform certain digital government services on behalf of citizens, according to Al-Mamlaka.
The strategy states that the platform will be designed to efficiently handle Arabic in both reading and writing. It will be able to interact with citizens via phone calls or WhatsApp messages and assist people with special needs in accordance with international standards.
Previously, in May 2021, the Ministry launched the Jordanian Government Center “Sanad Jo” for interactive chat via WhatsApp to serve citizens and answer inquiries about government services. However, the service is currently inactive.
Regarding the government “Sanad” app, the strategy aims to improve user interfaces by redesigning screens, simplifying procedures, and updating interactive elements in line with global best practices in government app design.
Minister of Digital Economy and Entrepreneurship Sami Samirat announced in January 2025 details of updates made to the “Sanad” app.
The fifth project aims to enhance the user experience, ensure a smooth and secure digital journey, increase user satisfaction, and provide an effective, intelligent communication channel with citizens. It also seeks to promote transparency, positive interaction between the government and citizens, and the delivery of accurate, real-time information, while strengthening trust in the “Sanad” app.
In November 2025, the Cabinet, headed by Prime Minister Jafar Hassan, approved Jordan’s Digital Transformation Strategy for 2026–2028 and its executive plan as part of public sector modernization.
The Ministry of Digital Economy and Entrepreneurship prepared the new strategy and plan in partnership with government agencies and the private sector, following a clear methodology based on data and international best practices, taking into account citizens’ feedback through public consultation on the draft strategy.
The strategy has a forward-looking vision aimed at digitally empowering citizens and leveraging future technologies and innovation to boost economic and social development and improve service quality. This includes developing digital infrastructure, updating regulatory frameworks, data governance, and effective partnerships, in line with the economic modernization vision and public sector reform roadmap.
Key areas covered by the strategy include advanced data and technologies, digital payments, cybersecurity, 5G and fiber optics, digital identity, government platforms, and skills and human resources.
