Following four consecutive sessions and extensive debates—ranging from opposition to the abolition of the Ministry of Higher Education to support for it as a step in the right direction—the House of Representatives has approved the Education and Human Resources Development Law. Under this law, the Ministry of Higher Education and Scientific Research has been abolished and merged into a new entity named the "Ministry of Education and Human Resources Development."

The approval came during a session held today, presided over by House Speaker Mazen Al-Qadhi and attended by members of the government team. During the session, Al-Qadhi announced that the House will begin reviewing the Social Security Law next week, which is expected to be approved by the Labor, Social Development, and Population Committee.
Rationale Behind the Merger
According to the explanatory notes, the Education and Human Resources Development Law aligns with government directives to reshape the educational system. The goals include:
Adapting to modern requirements and economic and technological shifts.
Enhancing the integration of educational outcomes with labor market needs.
Focusing on building competitive human capital.
Legal Transition and Staffing
The House approved the article stipulating that:
Rights and Obligations: From the date this law takes effect, all rights, obligations, assets, and movable and immovable property of both the Ministry of Education and the Ministry of Higher Education and Scientific Research will be transferred to the new Ministry.
Property: Immovable property registered under the "Local Knowledge Committee" will also be transferred to the new entity.
Personnel: Employees of both former ministries will be transferred to the new Ministry or other relevant government departments by a decision from a committee formed by the Cabinet. Their previous service will be considered continuous and uninterrupted.
