Minister of Justice: Jordanians abroad can now benefit from Notary Public services remotely using electronic means.
AMMON — Minister of Justice Bassam Talhouni announced that the Amended Notary Public Law of 2025 has been published in the Official Gazette and will come into effect thirty days after its publication.
Talhouni stated that efforts are ongoing, in coordination with the National Council for Future Technology and the Ministry of Digital Economy, to automate and officially launch all electronic notary services. This initiative aligns with the directives of His Royal Highness the Crown Prince to harness technology for citizen service and government procedure simplification.
Key Highlights of the Amended Law:
Legal Validity of Digital Signatures: The law permits the use of electronic means in notary transactions using Digital Signatures, granting them the same legal status as paper-based transactions under high standards of cybersecurity and reliability.
Remote Services: Service recipients can now complete transactions via approved electronic platforms using audio-visual communication from any location, eliminating the need to visit notary offices in person.
Abolition of Spatial Jurisdiction: Citizens can now complete their transactions at any notary office across the Kingdom, regardless of the residency address listed on their national ID cards.
Expanded Powers: The amendments allow for the certification of affidavits under oath, which contributes to shortening litigation periods.
Electronic Legal Notices: Legal notices can now be registered and certified electronically without personal attendance, maintaining full legal evidentiary weight.
Support for Jordanians Abroad: The new measures allow Jordanians living overseas to utilize notary services remotely, saving them the burden of travel and logistical effort.
Hybrid Service Model: The Minister clarified that electronic services will not replace traditional in-person services; both options will remain available.
Impact on Investment and Legal Certainty
Talhouni emphasized that these amendments strengthen the investment environment and boost confidence in the Jordanian legal system. A notable addition is allowing notaries to certify contract signatures for individuals who are not physically present in the same location (asynchronous signing), facilitating cross-border agreements.
The Ministry of Justice will now prepare the necessary regulations and instructions to implement these electronic means, including the accreditation of translators for notary transactions.
