Amman – The Cabinet, at its session held today, Wednesday, chaired by Prime Minister Dr. Jaafar Hassan, approved the justifications for a draft regulation governing the work of media spokespersons in ministries, government institutions, and departments for the year 2025. The move paves the way for submitting the draft to the Legislation and Opinion Bureau to complete the issuance procedures in accordance with established rules. The draft regulation represents a qualitative addition to efforts aimed at modernizing the government communication system, in line with comprehensive political, economic, and administrative modernization visions.

It seeks to establish a legislative framework regulating the work of media spokespersons, marking a significant step toward updating and developing their roles, powers, and responsibilities, unifying communication and follow-up mechanisms, and strengthening coordination among ministries and institutions.

The regulation is expected to have a direct institutional impact by enhancing the performance and operations of the network of media spokespersons, under the supervision of the Ministry of Government Communication, which will become the primary technical reference for spokespersons.

According to the draft regulation, the media spokesperson will be technically linked to their minister or director general, as well as to the Ministry of Government Communication, while maintaining their administrative linkage to their minister or director general. This arrangement is intended to provide a structured working environment that facilitates procedures and effective handling of emerging media developments.

The draft also aims to institutionalize a periodic evaluation process for media spokespersons, based on measurable performance indicators monitored by the Ministry of Government Communication. Evaluations will be conducted at least semiannually, in cooperation with the Civil Service and Public Administration Commission.

Furthermore, the regulation seeks to strengthen government communication tools and establish a professional and well-organized regulatory environment that supports transparency, ensures the delivery of accurate information to the public, and combats rumors, false news, and misleading information.

The draft regulation includes clear operational procedures, such as preparing periodic media plans—including crisis communication—maintaining ongoing engagement with media outlets, responding to journalists’ inquiries, monitoring published content, and strengthening ties between government entities and their target audiences through all available and appropriate means.
