Speaking ahead of a foreign affairs meeting, Kallas said, “Every European country has an army, and the armies of 23 countries are part of NATO’s structure. Therefore, I do not envisage countries forming a separate European army. This should be based on the armies that already exist, and we need to see how this would be implemented in practice.”

She added, “In the military sphere, it is essential to have a clear chain of command, so that it is clear who gives orders to whom when something happens. If we create parallel structures, that will lead to confusion.”

Earlier this week, NATO Secretary General Mark Rutte rejected calls by some prominent European politicians to form a separate European army, which were prompted by doubts about U.S. President Donald Trump’s commitment to the continent’s security, particularly following tensions over Greenland.
