Abu Yusuf said: “There will be a Palestinian-Palestinian dialogue in Cairo in the near future. We are eagerly anticipating it and hope for its success, given the concerns that threaten the agreement’s stability.” He emphasized the importance of Egypt’s role, noting that a 15-member committee of independent, competent, and technocratic figures had been previously agreed upon, and its announcement will follow consensus on several issues at the factions’ meeting.

He stressed that the committee would operate under government supervision and reject any foreign oversight, highlighting that security responsibility in Gaza should remain with the legitimate security forces under the PLO’s authority.

Abu Yusuf added that the Palestinian government is tasked with assuming security in Gaza. He expects this to occur in the near term, including management of the Rafah crossing, implementation of the 2005 European-Palestinian agreement, and advancing recovery, resilience, humanitarian aid, and reconstruction efforts.

A Palestinian source confirmed that several factions are currently in Cairo, including Hamas, Islamic Jihad, the Popular Front for the Liberation of Palestine, and Tayyar Al-Islah linked to leader Mohammed Dahlan. Cairo will convene an expanded factions’ meeting within days, with preparations and arrangements ongoing.

On Thursday, Egyptian Intelligence Chief Diaa Rashwan wrote on Facebook that Palestinian-Palestinian dialogue sessions are about to resume in Cairo under Egyptian coordination, calling on Hamas and other factions to join the PLO and use these sessions to make preliminary announcements before delving into details.

On October 10, a joint statement by Hamas, Islamic Jihad, and the Popular Front confirmed that the three groups are working with Egypt to hold a comprehensive national meeting to unify the Palestinian position and determine the next steps following the Gaza ceasefire.

The meeting comes as the Gaza ceasefire agreement, based on U.S. President Donald Trump’s plan, enters its phases: first, the return of hostages and bodies, followed by the disarmament of Hamas and formation of a Gaza administrative body.

Abu Yusuf warned that Israel intends to resume fighting, citing indications of potential destruction and control enforcement. He stressed the need to address obstacles in coordination with international efforts and through the factions’ meeting to mitigate threats to the agreement.

Palestinian media reported that on Saturday, the Israeli army fired heavily east of Gaza City, killing 11 Palestinians from a single family, including 7 children and 3 women, when an Israeli strike targeted a civilian vehicle. This incident is the deadliest since the ceasefire took effect two weeks ago, according to medical sources and eyewitnesses.

The first phase of the agreement faces challenges, as Israel insists on the return of all Israeli bodies held by Hamas, while Hamas cites difficulties and the need for special equipment to recover remains from the rubble. On Thursday, the Hostages and Missing Families Forum urged the Israeli government to delay the next phases of the deal if the remaining bodies of hostages are not delivered.
