Minister of Digital Economy and Entrepreneurship Sami Smeirat said on Tuesday that electronic notary public services represent an advanced milestone in Jordan’s government digital transformation journey and a practical embodiment of a clear national vision led by the state toward more efficient and flexible services for citizens.
Speaking during the launch of the electronic notary public services, Smeirat explained that this step came within a comprehensive national framework, in line with the Royal directives and within the projects of the National Council for Future Technology. It reflects integration with the government’s digital transformation plans aimed at providing interconnected and easily accessible digital services centered around citizens’ needs through digitizing procedures, unifying platforms, and enabling transactions to be completed quickly and efficiently from anywhere.
He noted that the role of the Ministry of Digital Economy and Entrepreneurship in this project was to enable the digital infrastructure that allows this qualitative transformation in legal services, starting with building the digital identity system, developing and approving digital signature tools, and ensuring the readiness of government platforms to provide these services with the highest levels of efficiency and security.
He explained that this step represents a real qualitative leap, as citizens can now complete their legal transactions electronically without the need for personal attendance, sign their documents using approved digital signatures, and finalize procedures from inside or outside the Kingdom without being restricted by geographic location.
He stressed that the electronic signature is the cornerstone of these services, as it is considered a secure legal method for verifying the user’s identity when signing electronic documents and grants them the same legal authority and validity as paper documents. He noted that this achievement was made possible through cooperation with the Minister of Labor, who also heads the ministry’s legal committee, which pushed forward these changes and enabled the launch of the service.
He added that the electronic signature allows transactions to be completed remotely and efficiently without the need for in-person attendance, noting that benefiting from these services requires activating the digital identity through the Sanad application as a key step for secure user identity verification and enabling the use of digital signatures.
Smeirat explained that the system relies on advanced technologies capable of detecting any modifications made to the document after signing, preserving its integrity and protecting the rights of all parties.
On Tuesday, the Ministry of Justice launched the electronic notary public services, allowing transactions to be completed remotely through virtual signatures, helping facilitate procedures for residents outside the Kingdom and enabling them to complete their transactions easily.
The Council of Ministers had approved on April 14, 2026, the 2026 Notary Public Transaction Fees Regulation, which provides reduced fees for electronic payments, as well as the 2026 Regulation on the Use of Electronic Means in Notary Public Transactions.
