Parliamentary committees are holding meetings on Sunday to discuss several draft laws and key issues, most notably amendments to the Traffic Law and the Social Security Law for 2026.
According to the House of Representatives’ agenda, the joint Legal, Public Services, and Transport Committee will review the draft amendments to the Traffic Law.
The proposed amendments aim to enable citizens to complete all transactions related to buying and selling vehicles—including receiving payment—through electronic means. The draft also introduces remote transactions and the adoption of electronic signatures to finalize procedures.
For this purpose, electronic signatures will be approved by notaries in vehicle sale transactions, allowing deals to be completed without in-person attendance. This will be facilitated through electronic communication tools, including audio-visual methods, and implemented by authorized personnel within the Driver and Vehicle Licensing Department.
Meanwhile, the Labor, Social Development, and Population Committee will continue discussions on the amended Social Security Law for 2026.
On Saturday, First Deputy Speaker of Parliament Khamis Atiyeh stressed the importance of reaching a balanced formula that ensures fairness between generations while maintaining the strength and sustainability of the Social Security Corporation. He called for broader dialogue with stakeholders and experts before finalizing any legislative direction.
Atiyeh also urged a careful and measured approach to the amendments, emphasizing that the law affects a wide segment of citizens and carries long-term economic and social implications.
He highlighted the need for thorough actuarial studies before proceeding with any changes to ensure the sustainability of the insurance system and the protection of contributors’ and retirees’ rights, warning that poorly considered decisions could lead to future imbalances that would be difficult to address.
The Energy and Mineral Resources Committee will also continue discussing a draft law approving an executive agreement for the evaluation, development, and exploitation of copper and associated minerals in the Abu Khusheiba area.
Additionally, the Administrative Committee will meet to discuss issues related to employees working under the “visit-based” compensation system at the Ministry of Youth.
