Under the new regulation, all current teachers working in educational institutions in both the public and private sectors are considered licensed to practice the profession by default. The regulation will apply to teachers appointed starting from the 2027–2028 academic year.

The purpose of the regulation is to organize the practice of the teaching profession in the Kingdom through an official license issued by the Ministry of Education, which will be a prerequisite for practicing the profession in all educational institutions. The measure aims to ensure that teaching is undertaken by individuals who possess the required academic and professional qualifications, thereby enhancing the efficiency of the educational system and safeguarding students’ right to quality education.

The draft regulation establishes a unified legal framework for granting the teaching license, setting clear standards for obtaining and renewing it. The standards will apply to educators in both the public and private sectors, as well as to those working in educational institutions managed by the Jordanian Armed Forces and by the United Nations Relief and Works Agency for Palestine Refugees (UNRWA).

The regulation aims to strengthen teachers’ professional skills and competencies through licensing examinations, thereby improving educational performance and teaching quality across the Kingdom.

It also seeks to align the legal framework governing the teaching profession with national development strategies, in line with the National Human Resources Development Strategy, the Public Sector Modernization Roadmap, and the Economic Modernization Vision.

Additionally, a clear governance mechanism will be introduced through the formation of a specialized committee responsible for granting teaching licenses, approving related policies, standards, and tools. This will enable the Ministry of Education to continuously monitor teaching quality and support ongoing professional development.
