In a move to strengthen its international professional presence and stay abreast of global developments in financial oversight and auditing, a delegation from the Jordanian Audit Bureau, headed by Dr. Radi Al-Hamadain, President of the Bureau, is participating in the 25th International Conference of Supreme Audit Institutions (INTOSAI 25). The conference is held in Sharm El-Sheikh from October 27 to 31, 2025.

The conference is sponsored by Egyptian President Abdel Fattah El-Sisi and was officially opened by Egyptian Prime Minister Dr. Mostafa Madbouly, with high-level participation from heads and representatives of supreme audit institutions and regional and international organizations from around the world.
The conference serves as the premier global platform for supreme audit institutions, held every three years under the umbrella of INTOSAI, the International Organization of Supreme Audit Institutions, founded in 1953 and headquartered in Vienna, Austria, with 200 member audit institutions worldwide. INTOSAI provides a framework for professional collaboration, promoting independence, transparency, and accountability, and serves as the international reference for auditing standards, supporting capacity-building and knowledge exchange among member institutions.
During the opening session, Egypt, represented by its Central Auditing Organization, assumed the INTOSAI presidency for the next three years, succeeding Brazil, underscoring international confidence in the leadership role of Arab audit institutions. The conference comes at a time when the world faces complex financial and economic crises, highlighting the importance of supreme audit institutions in ensuring financial stability, crisis management, and transparency in public resource management.
The Jordanian Audit Bureau plays an active role in the conference, which focuses on two main technical topics:
The role of supreme audit institutions in auditing central banks and government activities during financial and economic crises
The use of artificial intelligence in auditing and oversight processes, reflecting the global shift toward digitization and intelligent analytics in audit systems.
The Bureau has been selected as rapporteur for the first technical session on auditing central banks, in recognition of its professional standing, extensive expertise, and contributions to developing auditing methodologies. This topic is particularly significant in the current period, given its role in supporting financial stability, ensuring banking system integrity, and enhancing monetary oversight during global economic crises.
On the sidelines of the conference, Dr. Al-Hamadain and his delegation held bilateral meetings with several supreme audit institutions and international organizations, including representatives from Portugal, Spain, Qatar, Poland, and the Netherlands, as well as the INTOSAI Development Initiative (IDI). Discussions focused on strengthening cooperation, sharing expertise in training, performance auditing, developing digital audit tools, and exploring future joint international initiatives to improve the performance of supreme audit institutions.
Dr. Al-Hamadain affirmed that the Bureau’s participation reflects Jordan’s commitment to its permanent membership in INTOSAI and underscores its dedication to supporting the global financial oversight framework. He emphasized that the conference serves as a high-level professional platform for exchanging expertise, unifying efforts, and developing policies and standards that support sustainable development and safeguard public funds.
The conference is expected to conclude with the issuance of the “Sharm El-Sheikh Declaration”, which will serve as an international reference document, summarizing key recommendations and outcomes from plenary sessions and technical discussions, providing a roadmap for global audit work in the coming years, and strengthening the role of supreme audit institutions in sustainable development, transparency, accountability, and protection of public funds worldwide.
