The House of Representatives will hold a legislative session on Sunday to discuss the draft Law on Education and Human Resource Development for 2026, following its approval by the relevant parliamentary committee (Education and Higher Education Committee).

The Public Services and Transport Committee will also meet with the Car Rental Offices Owners Association to discuss issues and challenges facing the car rental sector “under the current circumstances.”

Last Wednesday, the Parliamentary Education Committee approved the draft law, chaired by MP Ibrahim Al-Qarala, who stated that the bill was endorsed after extensive discussions with concerned parties and specialists. He emphasized that the committee was keen to study the draft comprehensively and introduce necessary amendments that enhance the quality of education and improve its outcomes, in line with national directions to modernize the education sector and meet development and labor market needs.

Minister of Education, Higher Education and Scientific Research, Azmi Mahafzah, stated that the draft law aims to develop the legislative framework governing the educational process, strengthen governance, and improve institutional performance within the ministry, which will positively reflect on the quality of education and its outcomes.

He added that the draft contributes to enhancing the quality of the educational process in line with national development requirements, improving educational outcomes, and developing human resource capabilities, in addition to strengthening the independence of higher education institutions.

According to the explanatory memorandum of the draft law, the main objective is to reorganize the education sector within a clear institutional framework and improve the quality of education according to modern standards, while ensuring the continuity of free basic education and developing national human resource capacities.

The draft law comes in response to the need to unify the authorities responsible for the education system and human resource development across all educational stages, in a way that supports the advancement and development of education and establishes a new structural framework for the education system.

The bill also aims to raise the quality of education at all levels in accordance with national and international standards, improve its outcomes, quality, and competitiveness, and strengthen scientific research and innovation while ensuring sustainable development and modernization, alongside maintaining the right to free basic education.

Additionally, the draft seeks to develop graduates’ skills to enhance their competitiveness in the labor market by aligning educational outcomes with labor market needs and development goals, as well as strengthening the independence of Jordanian universities.
