Every year, millions of Muslims turn their eyes toward Makkah to perform the Hajj pilgrimage, one of the world's largest human gatherings. Given this massive influx, crowd management and ensuring pilgrim safety have become top priorities for Saudi authorities, who strive to balance the sanctity of the ritual with rigorous organizational requirements.

This year, the Saudi Ministry of Interior has established a stricter framework for regulating the rituals, emphasizing that obtaining an official permit is a fundamental prerequisite for Hajj.
Financial Penalties
The Ministry announced a fine of up to 20,000 SAR ($5,300) for anyone caught performing or attempting to perform Hajj without a permit, including holders of all types of visit visas. These regulations also apply to any attempt to enter or remain in Makkah and the Holy Sites (Mashaer) between April 18 and May 31, the peak period for Hajj preparations.
The crackdown extends beyond individuals to those who facilitate violations:
A fine of 100,000 SAR ($26,600) will be imposed on anyone applying for a visit visa for an individual intending to perform Hajj without a permit. Penalties double with each additional violator.
Sanctions also target anyone transporting or attempting to transport visit visa holders to Makkah and the Holy Sites, or providing them with shelter in hotels, apartments, or private residences.
Deportation and Entry Bans
Penalties go beyond fines to include more severe administrative measures:
Deportation: Non-citizens and overstayers will be deported to their home countries.
Entry Ban: Violators will be barred from re-entering Saudi Arabia for up to 10 years.
Asset Forfeiture: Authorities may request the court to confiscate vehicles used in the violation if the owner’s complicity is proven.
Legal Recourse
Despite the stringency, the Ministry provides a legal path for appeals. Individuals issued a financial penalty can file a grievance with a specialized committee within 30 days of notification. Furthermore, decisions can be challenged before the Administrative Court within 60 days.
Crowd Management
These measures reflect a continuous approach to regulating the Hajj season amidst the challenges of managing millions of pilgrims. While the laws are strict, the primary objective remains ensuring the safety of the "Guests of Allah" and maintaining a smooth, secure, and organized environment for the performance of the sacred rituals.
