U.S. President Donald Trump unveiled a comprehensive 20-point plan aimed at ending the war in Gaza. The plan emphasizes security, reconstruction, and a future political pathway for Palestinians, with direct U.S. oversight. Key elements include:

Gaza as a de-radicalized zone: The territory will be free of extremism and terrorism, posing no threat to neighboring countries, and reconstruction will prioritize the welfare of local residents.
Immediate ceasefire and phased Israeli withdrawal: If both parties accept the plan, hostilities will stop immediately. Israeli forces will withdraw to agreed lines while all military operations, including air and artillery strikes, are suspended.
Hostage release: Within 72 hours of Israel’s public acceptance, all hostages will be returned, alive or deceased.
Prisoner exchanges: Israel will release 250 life-sentenced prisoners and 1,700 Palestinians detained after October 7, 2023, including women and children. For each deceased Israeli hostage returned, 15 Palestinian remains will be released.
Integration and amnesty for Hamas members: Members of Hamas who renounce violence and weapons will be granted amnesty. Those wishing to leave Gaza will be provided safe passage to third countries.
Humanitarian aid and reconstruction: Immediate delivery of aid aligned with the January 19, 2025 humanitarian agreement, including rebuilding water, electricity, sewage infrastructure, hospitals, and bakeries, and clearing debris to reopen roads. Aid will be delivered through the UN, Red Cross, and other neutral international organizations. Rafah crossing will operate under international mechanisms.
Transitional governance: Gaza will be managed by a temporary technocratic Palestinian committee under the supervision of an international “Peace Council” led by Trump, with participation from international experts including former UK Prime Minister Tony Blair. This council will oversee reconstruction funding and governance until Palestinian Authority reforms are fully implemented.
Economic development: A Trump-led economic plan will revitalize Gaza, creating jobs and investment opportunities. A special economic zone with preferential tariffs will be established.
Disarmament: All military infrastructure, tunnels, and weapons production facilities will be destroyed. A monitored disarmament process will place weapons permanently out of use, supported by an internationally funded buyback and reintegration program.
International security presence: A temporary International Stability Force (ISF) will deploy immediately to train Palestinian police, secure internal and border areas in coordination with Israel, Egypt, and Jordan, and facilitate safe reconstruction and trade.
Israeli withdrawal and security guarantees: Israel will not occupy or annex Gaza. The ISF will maintain security, and Israeli withdrawal will occur gradually with phased handover of occupied areas to the ISF and transitional authority. A temporary security buffer will remain until Gaza is free of terrorist threats.
Interfaith dialogue: Programs promoting tolerance and peaceful coexistence will aim to change mindsets and narratives between Israelis and Palestinians.
Political pathway: Reconstruction and reforms may eventually enable a credible path toward Palestinian self-determination and statehood, fulfilling long-term aspirations.
U.S.-led diplomacy: The United States will facilitate dialogue between Israel and Palestinians to establish a peaceful and prosperous political horizon.
