According to Venezuelan state television VTV, Maduro detailed new defensive measures for the Caracas–La Guaira corridor, including a comprehensive defensive plan covering streets and neighborhoods, with all heavy weapons and missile systems maintained in a state of readiness.
Maduro emphasized that the plan was developed not just by military experts but also with input from local residents living between the capital and the coastal areas, particularly around La Guaira port and Simón Bolívar International Airport, the country’s main airport.
He also highlighted the role of special militia units under the Venezuelan National Bolivarian Armed Forces, composed of trained civilians, prepared for a long-term conflict if necessary.
The announcement follows U.S. measures, including a Trump-era executive order in August to expand military operations in Latin America under the pretext of countering drug trafficking, and the recent deployment of U.S. warships and a submarine near Venezuelan waters. U.S. Defense Secretary Pete Hegseth had stated that U.S. forces were ready for operations, including regime change.
In response, Maduro declared that Venezuela has mobilized 4.5 million personnel and is prepared to repel any attack. He criticized U.S. military actions in the Caribbean and Pacific, describing them as extrajudicial killings and violations of international law.
