In a speech delivered at a special meeting in New York marking the International Day of Solidarity with the Palestinian People, Guterres emphasized that the establishment of a Palestinian state is an inalienable right. He called for an end to the illegal occupation of Palestinian territories, as affirmed by the International Court of Justice and the UN General Assembly.

Guterres pointed to the destruction in Gaza and the killing of tens of thousands—most of them women and children—as well as settler violence in the West Bank. He urged the implementation of a ceasefire in Gaza, support for UNRWA, and progress toward a two-state solution based on the 1967 borders with Jerusalem as a shared capital.

He also described the killing of journalists and humanitarian workers as the highest recorded since World War II, warning that justice for Palestine is integral to defending rights worldwide.
