U.S. Secretary of State Marco Rubio stated that the United States intends to explore new opportunities to revive negotiations between Russia and Ukraine in the coming weeks, suggesting that recent military developments in the war may have opened the door to a negotiated settlement.

Rubio also emphasized that President Donald Trump prefers diplomacy over war, and that Washington remains ready to play a constructive role in ending the conflict.
Responding to a question regarding reports of Russian assistance to Iran in targeting U.S. bases, Rubio stated in an interview with Fox News that the world is witnessing cooperation between certain countries—or companies within certain countries—and U.S. adversaries. He added that Washington monitors such activities, raises them with the relevant parties, and in some cases successfully addresses them.
He affirmed that none of the actions taken by the United States or the successes it achieved in the Middle East were "hindered in any way" by actions taken by any other country. He noted that while there may be matters of concern or sources of annoyance, they have not prevented the U.S. from achieving its intended objectives in the region.
Regarding the Russia-Ukraine war, Rubio stated that President Trump made it unequivocally clear that if the United States can play a role in ending the war, it will continue to explore every available opportunity to do so.
He added that the U.S. administration spent significant time on this file during its first year before efforts hit a stalemate, but it always remains ready to play a constructive role.
Furthermore, Rubio asserted that the United States is "the only country in the world," and Trump is "the only leader in the world," capable of bringing the Russian and Ukrainian sides together to begin discussing how to end the war.
Rubio pointed out that the dynamics of the conflict have changed "to some extent" in recent months, explaining that Ukrainian forces are now capable of executing long-range strikes deep inside Russian territory, which has caused the war to extend further into the Russian mainland.
He said the U.S. administration is ready to explore whether these new realities have opened the door to a negotiated settlement, adding that he expects the coming weeks to witness attempts to relaunch talks between both sides aimed at ending the war.
However, Rubio cautioned that Moscow and Kyiv still maintain "strong red lines," noting that reaching an agreement will not be possible until these positions are brought closer together.
At the same time, he reiterated that the U.S. administration is ready to move whenever an opportunity arises to give momentum to peace talks, noting that Trump instructed his team to seize any opportunity that could advance the negotiation track, because he "always prefers diplomacy over war, and peace over fighting."
