The agreement was signed by Minister of Finance Abdul Hakim Al-Shibli and the Director of the German Development Bank (KfW) office in Jordan, Matthias Schmidt-Rosen. The signing was attended by Sawsan Aruri, Deputy Director of the KfW office in Amman, Annette Chammas, Head of the Jordan Division at the German Ministry for Economic Cooperation and Development (BMZ), and Nicolas von Kalm from the German Ministry.

With this agreement, Germany's total contribution to the National Carrier Project rises to €127 million, making it one of the largest donors to the project.

The agreement converts a portion of Jordan's debt to Germany into a strategic investment in the future of Jordan's water security. This underscores the strong partnership between the two countries and their shared commitment to tackling water scarcity, one of Jordan's most pressing challenges.

The National Carrier Project is expected to desalinate 300 million cubic meters of drinking water annually, securing a sustainable water source for millions of Jordanians.

The project is being implemented as a public-private partnership (PPP). It includes constructing a desalination plant on the Red Sea, a transmission system stretching over 450 kilometers, pumping stations, and renewable energy facilities, which will help achieve Jordan's climate and energy transition goals.

For over six decades, Germany has been one of Jordan's closest development partners. The signing of this agreement marks a new milestone in this deep-rooted partnership, reflecting Germany's ongoing commitment to helping Jordan secure reliable water resources for future generations amid growing water scarcity and the impacts of climate change.
