Jordan’s Senate is set to vote on three bills on Monday during the fourth session of the current extraordinary parliamentary session, following the approval of the relevant committees’ recommendations.

The bills include amendments to the Real Estate Ownership Law of 2026, the Accreditation and Quality Assurance Authority Law of 2026, and the Local Administration Law of 2026.
Bills Referred to the Senate
A joint committee comprising the Senate’s Legal Committee and Economic and Financial Committee approved the amendments to the Real Estate Ownership Law on August 16.
The Education and Higher Education Committee approved the Accreditation and Quality Assurance Authority Law on August 17.
The Senate’s Administrative Committee approved the Local Administration Law on August 22, after it had been passed by the House of Representatives with a majority vote. The bill consists of 70 articles and was debated by the House over four sessions.
Amendments to Local Administration Law
Among the amendments approved by the Senate was the removal of the Cabinet’s unrestricted authority to dissolve municipal councils, while retaining the possibility of dissolution in specific cases stipulated by law.
If a municipal council is dissolved, the bill provides for the formation of an interim municipal committee and the holding of elections for a new municipal council within one year of the dissolution.
The Senate also approved the establishment of a governorate council in each governorate, with legal personality and financial and administrative independence. The legislation requires women to make up at least 30% of the council’s membership.
Constitutional Process
If the Senate approves the bills without amendments, they will be referred directly to the Cabinet to complete the constitutional procedures and publish them in the Official Gazette.
If the Senate makes amendments to any of the bills, they will be returned to the House of Representatives for consideration. If the House approves the amendments, the legislative process will be completed.
If the House rejects the Senate’s amendments, a joint session of the Senate and House will be held to consider the bill in accordance with constitutional procedures.
Local Administration Bill
The Cabinet approved the Local Administration Bill on May 24, 2026, and referred it to the House of Representatives to proceed with its approval in accordance with constitutional procedures.
