According to the text of the circular, which Al-Ghad reviewed, all media institutions and outlets are prohibited from broadcasting or publishing any programs, advertisements, or media materials that involve collecting donations, soliciting emotional sympathy for humanitarian cases, or exploiting children and persons with disabilities. Such actions constitute a clear violation of Article (19/A) of the Social Development Law No. (4) of 2024 and its executive regulations.
The circular noted that these practices are considered a violation of the rights of persons with disabilities under Articles (30/A and 48/A) of the Law on the Rights of Persons with Disabilities. Furthermore, they violate the Rights of the Child Law, as they compromise human dignity and privacy and exploit humanitarian cases for media or financial purposes. Such actions also infringe upon the Cybercrime Law No. (17) of 2023 and the Penal Code No. (16) of 1960 and its amendments.
The directive stipulates that prior written approval must be obtained from the Ministry of Social Development before broadcasting or publishing any advertisement, program, or media content related to fundraising in any form. This requirement is in accordance with Article (3/A/D) of the Fundraising Licensing Regulation No. (24) of 2025 and the Journalist Code of Ethics approved by the General Assembly of the Jordan Press Association.
