Reasons for the Directive
The Department explained that it has recently observed an increase in judicial execution requests filed against property owners based on default judgments (in-absentia rulings). These rulings often stem from cases of meter tampering or utility violations. Although the actual benefit of the utility belongs to the tenant, the meters remain registered in the owner's name, leading the owner to face legal consequences for the tenant's actions.

The Department noted that this procedure serves two main purposes:
Protecting Property Owners: Ensuring they do not bear financial or legal burdens for which they are not responsible.
Protecting Tenants: It constitutes a legal commitment that shields the tenant from future accountability and prevents the issuance of default judgments that could negatively impact their legal and credit standing.
