The Jordanian House of Representatives will convene Tuesday morning to hear the 2026 general budget speech, delivered by Finance Minister Abdel Hakim Al-Shibli.

Starting the same day, the House will also elect its permanent committees under Article 38 of the parliamentary rules, including committees for Legal Affairs, Finance, Economy and Investment, Foreign Affairs, Education, Youth and Sports, Media, Health, Agriculture, Environment and Climate, Labor and Social Development, Energy, Public Services and Transport, Tourism and Antiquities, Digital Economy, Human Rights, Women and Family Affairs, Rural Affairs, and Palestine.
Key Budget Figures for 2026
Projected deficit: JOD 2.125 billion (4.6% of GDP), down JOD 125 million from 2025.
Total budget size: JOD 13 billion.
Local revenues: JOD 10.196 billion, reflecting economic growth and improved revenue collection.
Current expenditures: JOD 11.456 billion.
Capital expenditures: JOD 1.6 billion, up by JOD 230 million from 2025.
No new taxes will be imposed.
Minister Al-Shibli highlighted the government’s continued focus on fiscal reform, social protection, and funding priority capital projects, while improving the coverage of local revenues for current expenditures and replacing high-cost debt with cheaper debt. Recently, Jordan issued JOD 700 million in international bonds at the lowest interest rate in its history, reducing borrowing costs by roughly 175 basis points.
Objectives and Initiatives
The 2026 budget aims to:
Implement projects under the Economic Modernization Vision.
Sustain economic and financial reforms to enhance fiscal sustainability.
Reduce the deficit and public debt as a share of GDP.
Ensure continued support for bread, gas cylinders, social protection programs, and treatment for cancer patients.
Notable Allocations:
Social protection and subsidies: JOD 655 million (including JOD 280 million for general social protection, JOD 170 million for bread, JOD 80 million for gas cylinders, and JOD 124 million for cancer treatment insurance covering 4.1 million Jordanians).
Capital projects: JOD 1.6 billion, including 396 million for Economic Modernization Vision projects, JOD 60 million for the National Water Carrier, JOD 35 million for Risha gas exploration, and JOD 210 million for municipal development support.
The 2026 budget reflects a strategy of enhancing economic self-reliance, improving public sector efficiency, and fostering growth through strategic development projects.
