Issuance of Instructions on Environmental and Technical Requirements for Sorting Recyclable Materials
The Official Gazette, in its latest issue, published the Instructions on Environmental and Technical Requirements for Sorting Recyclable Materials from Non-Hazardous Solid Waste at Source for the year 2025. The instructions were issued pursuant to the provisions of Article (14) of the Non-Hazardous Solid Waste Management Regulation No. (14) of 2022.اضافة اعلان

According to the instructions, they shall enter into force six months after the date of their publication in the Official Gazette. They aim to regulate the process of sorting recyclable materials at the point of generation, contributing to the reduction of waste quantities, improved resource management, and environmental protection.

The instructions define recyclable materials as any material sorted from non-hazardous solid waste at its source that can be reused or processed to become a secondary raw material used in the production of new or remanufactured products, thereby reducing reliance on natural resources and limiting the disposal of such materials in landfills or transfer stations.

They also define a producer of recyclable materials as any person whose activity generates materials that are reusable, recoverable, or recyclable. Recycling services were defined to include all services aimed at reducing waste through reuse, recycling, or recovery, including consultancy services to improve waste management practices, source separation, collection, treatment, and transportation.

The instructions stipulate that recycling service providers are persons licensed by the competent authorities to provide such services. They further clarify that other waste refers to waste remaining after recyclable materials have been sorted, or waste that cannot be reused, which is disposed of in landfills or transfer stations.

The instructions emphasize that source separation means the process of separating recyclable materials from other waste at the place of generation and placing each type in separate containers for the purpose of recycling, in line with national waste management policies and the promotion of environmental sustainability.
