According to the decision issued by the Commission — reviewed and translated by Al-Mamlaka — the measure aims to provide social protection and direct services to the refugees most in need, while promoting sustainable solutions for displaced refugees in Jordan. This comes in line with the EU’s commitments and financial pledges announced during the Ninth Brussels Conference on Supporting the Future of Syria and the Region.
The European Commission cited “rapid and unforeseen needs” linked to recent developments in the Syrian crisis, the deterioration of social and economic conditions, the impact of the war in Gaza, and the continued fragility of refugees and host communities in Jordan, coupled with a decline in funding from other sources.
The decision also allows financial flexibility, enabling adjustments of up to €10 million or 20% of the total allocation. The funding contributes to achieving the Sustainable Development Goals in accordance with official development assistance standards, by providing protection and social services to the most vulnerable refugees and supporting sustainable solutions to displacement in Jordan.
With this additional funding, the total announced EU support to Jordan in 2025 rises to €173 million, including €93 million under the multiannual plan and €80 million under the special measure to support the hosting of Syrian refugees.
