This decision comes as part of the government's ongoing approach to ease burdens on economic activities, investors, taxpayers, and citizens, stimulate economic activity, improve the business environment, and assist taxpayers in settling their tax statuses.

In an effort to develop and encourage volunteerism, the Cabinet also approved the explanatory grounds for an amending regulation of the Al Hussein Award for Voluntary Work Regulation of 2026. This step prepares the draft to be forwarded to the Legislation and Opinion Bureau to proceed with its formal approval process.

The amendments to the award's regulation focus on keeping pace with the development of the volunteering ecosystem, following a growth in the number of volunteers and a diversification of initiatives and active entities over the past years. This necessitated developing the regulation to enhance the capacity to respond to current requirements. Additionally, the amendments aim to strengthen the institutional governance of the award by establishing a specialized organizational unit within the Ministry of Youth to follow up on the award, define executive responsibilities, and develop the judging system to enhance efficiency and transparency.

Furthermore, the amendments will contribute to maximizing the award's impact and its role in encouraging voluntary initiatives with sustainable developmental impact, incentivizing excellence, and spreading the culture of volunteerism as an authentic national value, thereby increasing the participation of individuals and institutions in community service.

These amendments to the award's regulation come after the completion of three cycles of the award, based on lessons learned, developments witnessed by the voluntary work sector in the Kingdom, and the results of a regulatory impact assessment study conducted as part of the requirements of the legislation and policy impact assessment system, in line with best practices.

The Ministry of Youth will work to expand participation, strengthen partnerships, and develop impact measurement tools, solidifying the status of the Crown Prince Al Hussein bin Abdullah II Award for Voluntary Work as the most prominent national reference in establishing voluntary work, motivating initiatives with sustainable impact, and translating national visions into making voluntary work an established national value and a sustainable community practice.
