Spanish Prime Minister Pedro Sánchez said Monday that artificial intelligence cannot be left to self-regulation by those who control the technology.

Speaking at an event on AI regulation in Madrid, Sánchez said his government would strengthen its cybersecurity defenses to address what he described as advanced and “aggressive” AI models.
He also said the development of data centers must be carried out in a way that does not deplete scarce resources, while meeting environmental and energy requirements and protecting data autonomy.
Sánchez presented a 12-month roadmap for the responsible deployment of AI and economic growth. The plan includes a proposed AI gigafactory and the development of new AI models with the Barcelona Supercomputing Center for applications in areas including climate, health and energy.
His remarks came as governments seek to establish rules for rapidly developing AI technologies amid concerns over privacy, discrimination, job losses, misinformation and the concentration of computing power among a small number of technology companies.
The Spanish government has also outlined a broader AI360 plan, which calls for responsible AI deployment and greater involvement of economic and social stakeholders in shaping the country's approach to the technology.
Earlier, OpenAI, Anthropic and Google announced work toward an initiative to oversee AI risks, amid growing calls for greater oversight of advanced AI development.
OpenAI CEO Sam Altman and Elon Musk had also expressed support for Anthropic CEO Dario Amodei's proposal to slow the pace of AI development following a series of incidents involving the technology.
